It's the first time I've heard of a regulator that supposedly oversees the activities of BinPro24. The idea of investing even 100 bucks into this project does not appeal to me AT ALL. If it were possible to start with 10 bucks, then I might consider it. But giving away 10% of my salary to who knows whom, with the huge risk of simply losing it all at once, well, I just don't want to, sorry.))
As a rule, if a broker's website lists one registration address and the documents show another, it indicates a scam. Most likely, the guys simply took someone else's user agreement and didn't even bother to align it with what they write on their website. Overall, the Binpro24 site looks quite pathetic, some sections don't work at all, there's hardly any useful information, but of course, there's plenty of self-praise. In general - a typical binary options broker, and by the way, I haven't encountered a truly reliable project in the BO sphere yet.
